It can in specific scenarios, the Fang is better the higher the defense of the target. 6.Fang + whip gives you more options than rapier + whip. The majority of places it's used have had pretty small single digit nerfs, while bosses with very high defense (gwd / callisto / tekton) were hit pretty hard. And it's un-nerfed inside toa so you'll 100% want it there.
