Seluvis isn't essential to Ranni's questline but killing him early will lock it out. Go seek absolution at the church of vows, atop a plateau in the east of Liurnia. That should fix things. Now if you've gone along and did Seluvis' second quest, first of all, why would you do that, second, try absolution. Seluvis falls in the same pose as the rest of the idle puppets when Pidia dies / Ranni leaves, which imo is a massive hint that Seluvis was actually a puppet himself.
