Basically having the most people on your faction on the server is the most important. Advantages are that you get more guilds, more people in cities and trade chat, and a healthy economy (though that is not faction-specific). Any high pop server is likely to have more pvpers by virtue of having more people in general. You can also do some quick research by looking at the PvP ladders and seeing where the top players are.
